RESEARCH/SCHOLARSHIP
In 1988 I commenced a global applied research initiative to research product, commodity, energy, and waste
development and design and to electronically model and integrate environmental, sustainable development, social and
economic criteria within the supply chain/operations management process. By following the development and disposal
of products via field research (international raw material and waste material as feedstock for product development to
landfill archeological digs) I have been able to develop and utilize several computer modeling programs including
systems thinking, life cycle analysis/costing and strategic management processes and systems in order to evaluate and
implement effective supply chain management programs, which support and incorporate public policy, environmental
management programs, as well as sustainable, social and economic development concepts. This research has shown
that these models can be used to execute environmental policy, sustainable and economic development while executing
an effective supply chain/operations management system in all sectors. In addition, this research and its practical
applications can be applied throughout the global business community, which include the institutionalization of public
policy/environmental contract management programs for governmental agencies, local communities and educational
institutions worldwide. I have worked on and applied these concepts with several governmental, public and private
sector agencies and institutions in the United States, Europe and South America.
APPLIED RESEARCH; SERVICE/OUTREACH

During the 1997 through 1998 calendar year, I was asked by the State of New Jersey (State Government Relations
Division) to investigate (research), author and implement the City of Camden's first comprehensive Purchasing Policy
and Procedural Manual. In order to implement the City’s new purchasing policies and procedures, I developed and
conducted several citywide workshops/training sessions for Camden City procurement, administrative and operational
officials and employees; the New Jersey State Government Relations Division approved the release of the publication
and the workshop/training methodology. In order to sustain the City of Camden’s procurement system and process, I
developed a research/internship program based on this project. As a result, graduate student interns from the Rutgers-
Camden, Masters of Public Administration and the Law School; participate in the on-going maintenance and training
for the City of Camden Purchasing Manual/Publication.

The Rutgers Green Purchasing Program and the Green Cooperative Purchasing Initiative
Since 1988 I have been involved in the development of green purchasing concepts and initiatives. Using the standard
University contract as a gateway to greening the institution has been an extremely successful process. The contract is
an extremely powerful mechanism for communicating what your organizational requirements and needs are, specifying
high quality goods and services and for tracking supplier performance. Green purchasing adds another important and
critical layer to the established contract and the Rutgers Purchasing Department has introduced multiple environmental,
social and corporate disclosure and reporting criteria to the competitive contract. Adding this information during the
design of the specifications has allowed the University to ensure that this information is introduced at the beginning
rather than at the end of the competitive bid process.
As a major public research institution Rutgers has always had a commitment to the New Jersey citizens, communities
and organizations that surround our University system. As the director of the Rutgers Purchasing Department I
understood this valuable and important responsibility and I directed the staff to utilize the green purchasing concept to
serve a required environmental and social responsibility. As I wrote and competitively bid our green RFPs, RFQs and
negotiated our University-wide contracts, the Purchasing Department has included mandatory cooperative purchasing
language which allows the University to extend and share our contracts with other Universities, Schools (K-12),
Municipalities, and Non-Governmental Organizations (NGOs). These entities will now have the ability to purchasing
green products and services at the same quality and cost thresholds as Rutgers University. Note: I conducted extensive
research into New Jersey State Public Bidding regulations and policies to ensure that we could extend our University
contracts to other public sectors within the State.
During my research into developing the Green Purchasing Cooperative I began to understand and focus on how the
Rutgers Purchasing Department could serve a more important role bringing together the power of State, County,
Rutgers, Local and Municipal green purchasing power to serve a much larger audience. It is our continued goal to
ensure that the communities that directly surround the University … Newark, Camden, New Brunswick and Piscataway
are able to take advantage of green purchasing. Our view is that the Rutgers Purchasing Department can serve an
important networking and consulting role as we continue to conduct valuable and cutting-edge green purchasing
research we will extend and outreach to NJ State Treasury/ Purchase Bureau Officials, County Purchasing Officials
(Essex, Camden and Middlesex), Public and Private School Officials, Administrators, Teachers and Students (Newark,
Camden, New Brunswick and Piscataway), State, County and Local Governmental and Legislative Officials, Local
Businesses, and Citizens. The synergy that green purchasing and the Rutgers Purchasing Department can bring is
tremendous, empowering and progressive it is the knowledge that green purchasing could serve as the common
mindset changing force in how we view the community and community service. We are connecting multiple sectors to
a common goal and we hope that we are changing and greening the landscape as we continue to provide more guidance
and green purchasing opportunities.
National and International
In addition to my Supply Chain/Environmental Contract Management research that I have conducted, I have traveled
throughout the United States and internationally to assist governmental officials, communities, higher education
institutions and industry leaders in the design and implementation of environmental and social justice and protection
programs. I have also conducted lectures and consultation work on behalf of the New Jersey Department of
Environmental Protection, the World Wide Fund for Nature - UK, Tufts University's Environmental Literacy Institute,
and the National Wildlife Federation, Washington, DC. In 1995, I was invited to commence work on the UK
governmental procurement conversion plan (Compulsory Competitive Tendering - CCT to Best Value) and have
traveled to England, Wales, Scotland and Ireland to assist in the negotiations, and implementation strategies with
several local authorities, European Union Officials, WWF-UK and DETR (Department of Environment and Transport)
several times a year.
In 2001, I began collaborative work with the WWF-UK on the development of a Sustainable Procurement Continuing
Education Course and Professional Certification Program for Government and Higher Education Procurement
Professionals. In the Spring of 2005, this project was implemented simultaneously in London (Westminster
University), Cardiff, Wales (Government), Belfast, Northern Ireland (Government), New Brunswick (Rutgers
University) and Washington D.C. (Office of the Federal Environmental Executive/USEPA).
