Background:
The Kids Fishing Derby is an annual fishing program celebrating over 13 years of connecting new and
seasoned young anglers to the sport of fishing. The City of Lake Elsinore is partners with “Bite On” for
fishing bait, various Adult Fishing Clubs for instructors, City of Lake Elsinore CSD for community service
volunteers. Last year, due to the heavy rain, the event was relocated to the Levee at the Lake Elsinore
Diamond Stadium at (500 Diamond Drive, Lake Elsinore).
The Kids Fishing Derby has become a staple event in the Lake Elsinore community serving over 250
participants each year. This experience not only offers derby participants hands on experience from how
to bait their hook, cast and (hopefully) how to successfully reel in and weigh their fish. Over the years,
the City of Lake Elsinore has taken steps to assist with the success rate of the young anglers by a)
placing a “fishing net” into a corner of the fishing beach to corral the fish; b) stocked as much as $11,000
in the “fishing net” to increase chances of success. Participants with the heaviest fish (top 3) win special
prizes but every young angler walks away with goodies donated by Launch Pointe RV Resort and the City
of Lake Elsinore. (see attached photos).
Request:
The City of Lake Elsinore Community Services Department is requesting funding in the amount of
$1,000.00 to assist with the purchase of stocking fish, awards, and additional supplies for the 2024
Annual Kids Fishing Derby scheduled for Saturday, June 1
st
, 2024, at the Levee, adjacent to the Lake
Elsinore Diamond Stadium. The request meets the requirements of the Fish & Game funding and
was approved by the California Department of Fish and Wildlife on February 20, 2024.

Just 4 Kids Fishing Derby
The City of Lake Elsinore in partnership with Launch Pointe
Recreation Destination and RV Park and RIVCO Parks will be hosting our Annual "Just 4 Kids Fishing Derby"
on Saturday, June 1, 2024 at the Levee located adjacent to the Lake Elsinore Diamond Stadium
for your anglers under the age of 15. This event was created over 15 years ago to introduce youth to
the joys of fishing at southern California's largest natural lake. A special stocking of fish are stocked
into a netted area to increase participants opportunity to catch fish. Prizes will be available and hooks, bobbers and bait are supplied.

Project Description:
The project consists of improvements to a 3-mile section of the Butterfield National Historic Trail in the
western part of the City of Lake Elsinore.

SANTA ANA RIVER TRAIL (SART)
Project Description:
Construct 12.8-miles of trail that once completed, will provide a direct trail connection through Orange,
Riverside, and San Bernardino Counties. SART Phase 2A, 2B, 3A, 6 is being managed by Riverside
County Transportation Commission, segments 4 and 3A by Army Corps of Engineers, and Phase 7 is
being managed by County Transportation.

1. Homelessness SAR Collaboration meeting took place in person on February 15, 2024, at
Crestmore Manor in the Carriage House. Over 75 people attended and awards
were presented to the engagement teams for each agency.
RivCoParks SARB Team members attended the Second District Homeless
Symposium on February 29, 2024, to share information about the SARB
Collaborative work and the SARB and MDT teams.
2. Lake Cahuilla RivCoParks has applied for a new lease with US Bureau of Reclamation (BOR).
We are still awaiting the approved BOR lease. The renewal of the Lake Cahuilla
relate leases will be considered for approval by our respective boards as soon as
the BOR lease is approved by each agency. In the meantime, Amendments to
the current lease are being executed.
A community event will be planned to celebrate the new lease(s) once executed
and to share the planned improvements to the park in the near future.
3. CPRS GM Brown was installed as the California Park and Recreation Society State
Board President during the 2024 Conference in Palm Springs. RivCoParks was
also awarded to Awards of Excellence for the SARBshare.org Website and the
Knee High Naturalists Program.

2/9/2024. That data will be forwarded to Aquatic Design Group to scope in repairs
to their refurbishment of the lagoon facility.

Project Update: Engineering submittals are being prepared and incorporated
into the existing 90% completed drawings. On schedule to receive the 90%
drawings on 2/26/2024.
